Financial Operations

Initial Point of Contact:  Assistant to the Chair

Overview: The Financial Operations group is responsible for the overall integrity of the fiscal activities of the College of Engineering.

Functions:
Financial Transactions Processes
  • Acquire pro-cards, travel & entertainment cards, declining balances cards
  • Allocate and review all card activity
  • Process vendor payments
  • Deposit cash receipts
  • Reconcile transactions to statements of activity
  • Ensure compliance
  • Make corrections of transactions to purpose if needed

Reports and Monitoring of Unit Resources

  • Prepare reports for Chairs, Assistant to the Chairs  - Statement of Activity summary and detailed reports for all department purposes (non-research)
  • Analyze financial status
  • Assess project needs vs. resources
  • Make budget revisions
  • Close-out inactive purposes (i.e., start-up purposes, match purposes)
  • Maintain current listing of all departmental purposes
  • Set up new purpose codes as needed

Labor Allocation and Effort Reporting

  • Process labor allocation in the LAM for all COE employees.
  • Distribute effort reports to departmental and research administrators  for review and certification by employees.
  • Make corrections to salary charges as needed.

Budgets and Responsibility-Based Budget (RBB) Algorithm

  • Analyze financial status
  • Assess project needs vs. resources
  • Make budget revisions
  • Prepare summary and detailed reports of financial status to Dean and COO
  • Make recommendations for COE budget
  • Develop policies for approvals of departmental budgets and special request
  • Monitor RBB revenues and expenses based on RBB algorithm
Human Resources

Initial Point of Contact: Assistants to the Chairs

Overview: This group handles all human resources issues through two teams, one focused on employee relations and the other on processing of transactions.

Functions:
HR Employee Relations
(Chrissy Shinn, Ruth Ann Batten)
  • Analyze and create descriptions for new positions
  • Manage recruitment of all positions
  • Process reclassification requests
  • Coordinate training opportunities
  • Monitor ongoing personnel procedures
  • Ensure COE compliance with federal, state, and University HR-related policies
(e.g., FMLA and Worker’s Compensation)
  • Manage labor relations issues, including manager-employee conflicts, pay equity issues, termination issues, etc.
  • Coordinate COE new employee orientation
HR Transaction Processing (Sharon Anderson, Dian Harper, Tyrese Johnson, Renee Watson)
  • Submit all forms that produce any type of compensation
  • Process all hiring forms
  • Track faculty sabbatical requests
  • Confirm payroll accuracy
  • Initiate on-boarding process for all newly hired staff
  • Manage all miscellaneous wage and work study issues
  • Track and reports on pay rates and end dates of temporary employees
  • Provide employment verification letters
  • Track all HR reports for compliance including faculty post-tenure reviews, performance appraisal compliance, merit rating appropriateness in relation to appraisals
  • Track all staff leave requests and provides periodic balances

Overview: This office provides pre- and post-award services for all sponsored programs through teams assigned to specific units.

Functions:
  • Pre-award – prepare budgets, review solicitation for compliance, coordinate and prepare proposal submission, act as liaison with the central Research Office
  • Post-award – review transactions for compliance, prepare monthly financial reports for the PI’s, advise PI’s of potential financial and/or compliance issues with their awards, award close-out functions.

Facilities

Manager:  Maria Taylor (mltaylor@udel.edu; x8730)

Group Members:  Al Lance, Dave Cowgill, Steve Beard (master machinists).  Lab coordinators, electronics technicians, and machinists within departments report to the Assistants to the Chairs but interact with the Facilities group and have a “dotted line” to the Facilities Manager.

Initial Point of Contact:  Assistants to the Chairs

Overview:  This group is responsible for all space, equipment, and safety issues within the COE.

Functions:
  • Track use and allocation of space.
  • Interface with the University’s Facilities Planning and Construction to plan and execute the renovation of existing space as well as the building of new COE space.
  • Interface with the University’s Facilities Services to ensure proper maintenance of COE space and utilities.
  • Manage COE facilities budget and coordinate prioritization of maintenance and renovation projects.
  • Coordinate COE safety program.
  • Track ownership, use, and transfer of capital equipment.
Communications & Marketing

Overview:  This group supports the COE with writing, editing, graphic design, and web development.

Functions:

  • Writing and editing – news stories for UDaily on COE grants, awards, honors, and accomplishments; assistance with proposal writing and editing; stories for departmental newsletters; support for development and alumni efforts
  • Graphics – all print projects including, but not limited to, booklets, brochures/flyers, newsletters, folders, postcards, posters, wall murals. Graphic assistance with a proposals.
  • Web – web site creation and modifications
Information Technology
